Public Sector Planning Tool

Equity Evaluation Framework

Since 2023, THM Advisors, in partnership with KAGE Growth Strategies, has led the development of an Equity Scorecard framework for the Boston Planning & Development Agency. Designed to align with citywide goals for resilience, affordability, and equity, the framework will help evaluate how new developments contribute to more inclusive outcomes and is intended for integration into Boston’s project review process.
Scope of work includes:

  • Development of performance tool tracking measurable equity over lifecycle of projects

$1B Mixed-Use Development

Since 2019, THM Advisors has worked as an Equitable Development Advisor on behalf of global real estate development and investment company, Tishman Speyer, who is building a dynamic $1B mixed-use development in the heart of Boston’s Allston neighborhood. The strategic equitable development framework embeds equity across careers, contracts, and capital throughout each phase of the development.
Objectives & outcomes include:
  • 30% M/WBE design participation
  • Three strategic joint ventures with minority-owned construction management firms
  • $30M inclusive capital raise from 150+ Black and Latinx investors

Community Wealth Models

National Investment Strategy

Since 2021, THM Advisors has co-led a multi-phase national initiative to explore and prototype neighborhood-based investment models that build local wealth and close the racial wealth gap. In partnership with The Kresge Foundation and collaborators like EY and JLL, the project has included extensive field research, a national convening series, and the design of investable shared ownership modes (i.e. Neighborhood REITs) prototypes across multiple U.S. cities.
THM continues to play a central role in:
